Emile BOLLAERT (1890–1978), a senior French civil servant and politician, who served as a prefect from 1919 to 1940 and later joined the Resistance during World War II. A note on a business card-sized sheet signed by Bollaert, dated December 13, 1921, on the letterhead of the Office of the Secretary General.
